<p>All questions that have been approved either by petition, Forum or the Board of Directors must be submitted to the Elections Office or ceo@sfss.ca <span style="text-decoration: underline;">TODAY by 4:00pm</span> if they are to be included in the 2012 General Election.</p>
<p>Referendum questions will be announced on Tuesday, February 28th.</p>
<p><strong>Referendum Campaign Registration</strong></p>
<p>Forms to register for a &#8220;Yes&#8221; or &#8220;No&#8221; side of a campaign are available in the Elections Office located at MBC 2240 or online under the Forms section.</p>
<p>These forms must be completed, signed by 10 registered SFU students and submitted to the Elections Office by Tuesday, March 13th at 8:30am.</p>
<p>The IEC urges those interested in registering a side to do so as soon as possible as they are approved on a first come first served basis.</p>

<h1>ELIGIBILITY TO RUN:</h1>
<p>For the purpose of this election, potential candidates will be recognized as a member of a faculty if either of these two requirements is met:<br />
1.  Student is currently registered in at least one class in that faculty, or<br />
2.  Student has declared an Honor/Major/Minor in the faculty.</p>
<h1>NOMINATION PERIOD AND PROCESS:</h1>
<p>The nomination period is from Monday, February 20th at 8:30am, through Monday, March 5th at 12:00pm.  Nomination forms will be available online at <a href="../" target="_blank">http://elections.sfss.ca</a> or from the Independent Electoral Commission (IEC) office located in Maggie Benston Centre, Room 2240.</p>
<p>To be nominated, students must collect signatures from at least 10 members of the student society (or for faculty-specific positions, 10 students in the appropriate faculty).  Please note that the eligibility of these students will be verified before nominations are approved.  Completed nomination forms must be returned to the IEC office by Monday, March 5th at 12:00pm. Late submissions will not be accepted.</p>
<h1>CAMPAIGN PERIOD:</h1>
<p>The campaign period begins at 12:00pm on Monday, March 5th and will continue until Monday, March 19th at 11:59pm.</p>
<h1>ELECTION POLICIES:</h1>
<p>Candidates who wish to advertise their platforms in an official election supplement should refer to the Electoral and Referenda Policy (R-17) for information regarding submission of material.  In order for such materials to be published, they must be submitted to the Chief Commissioner by the nomination deadline; late submissions shall not be accepted.  Campaign budgets may not exceed $50 and are subject to strict regulations.  It is important that students who are considering running in this election familiarize themselves with the rules and policies regarding posters and use of space.  Candidates for President, Treasurer, Internal Relations Officer and Member Services Officer are subject to criminal record checks.  Candidates will be held accountable for any breach of the campaign rules.  To learn more about the election policies, including the SFSS Constitution and By-Laws, please visit: <a href="../" target="_blank">http://elections.sfss.ca</a></p>
<h1>ONLINE VOTING:</h1>
<p>Voting will be conducted using secure SFU web surveys.  Voting will commence at 12:01am on Tuesday, March 20th and will continue uninterrupted until Thursday, March 22nd at 11:59pm.</p>
<p>On or before Monday, March 20th, students eligible to vote will receive an email containing links to the voting sites.  Eligible students may vote anytime within the given period, but any attempt to vote outside the given period will be denied.  All voting will be anonymous and there is no risk to personal information.  Students will need their SFU computing IDs to participate in the vote.  The system will only allow students in each of the faculties to vote for their faculty representative, but all eligible students may vote for non-faculty positions. Students should check to see if they are eligible to vote in more than one faculty.</p>
<h1>ELECTION RESULTS:</h1>
<p>Barring any unforeseen difficulties, the results will be posted on the Independent Electoral Commission’s website shortly after voting has finished.  However, election results will not be considered official until rulings are made on all outstanding appeals.</p>

<p>Please be advised that all referendum questions must be submitted to the IEC by Wednesday, February 22nd at 4:00pm in order to be included on this year’s ballot (concurrent with the general election).</p>
<p>The IEC will accept petitions to place referendum questions on the ballot only if they are in accordance with By-Law 17. Please submit petitions early to ensure that they meet the February 22nd deadline. Upon receipt, the IEC will confirm the eligibility of all students who have signed the petition to verify that it contains valid signatures of at least five per cent of members in good standing.</p>
<p>Notice of referenda will be formally given by the IEC on Tuesday, February 28th. Notice will also appear in The Peak on Monday, March 5th.</p>
<p>The IEC will authorize up to one official “Yes” side and one official “No” side to campaign on each referendum question. All applications must be received by Tuesday, March 13th at 8:30am. In most circumstances, applications will be taken on a first-come, first served basis. It is advisable to register referendum sides as early as possible, beginning Tuesday, February 28th (when Notice of Referenda is issued), to ensure maximum campaign time (same period as candidates: March 5 &#8211; 19).</p>

			<content:encoded><![CDATA[<h1>Students Wanted for the Independent Electoral Commission</h1>
<h1>The Simon Fraser Student Society seeks volunteers for the SFSS Independent Electoral Commission (IEC). Compensation and great work experience is provided!</h1>
<p>A Chief Electoral Officer (CEO) and four Commissioners are required to administer the student society general election and referenda in the Spring 2012 semester. The Commissioners will work with, and under the supervision of, the Chief Electoral Officer.</p>
<p>This is an excellent opportunity for students looking to gain valuable experience, assume real responsibility, improve their resume and earn money.</p>
<p>The CEO is appointed for a one-year term ending December 1, 2012, and will be expected to work a minimum of 150 hours during election, by-election, and referenda periods. The exact time commitment will depend on personal efficiency as well as the particulars of each election, by-election, or referenda. The CEO will begin work in January with the appointment of Commissioners.</p>
<p>This commission will be most active during February and March; the majority of work for Commissioners will take place between February 13th and March 26th. Commissioners will be expected to work a minimum of 50 hours each during the election period. The term for Commissioners will end when the final results of the vote have been approved by the Board.</p>
<p>The CEO and Commissioners will receive a stipend of $14.58 per hour during the election period in accordance with Rule 17, Electoral and Referenda Policy.</p>
<p>Hours of work will vary and will include time spent away from the office (telecommuting).</p>
<p>Duties and responsibilities for Commissioners include but are not limited to:</p>
<ul>
<li>Attending IEC meetings in person on the Burnaby campus (usually weekly during the by-election period)</li>
<li>Participating in a cooperative decision-making process to achieve rulings on complaints, appeals, and other matters as they arise</li>
<li>Promoting society elections to SFU students to encourage students to vote or to become candidates</li>
<li>Communicating regularly (daily, at minimum) with the Chief Electoral Officer and Commissioners through email</li>
<li>Supporting IEC marketing campaigns by posting advertising materials on SFU campuses</li>
<li>Holding office hours to receive nomination forms, answer questions, receive complaints, etc.</li>
</ul>
<p>The best candidates for these positions will possess the following:</p>
<ul>
<li>Strong interpersonal skills</li>
<li>Excellent verbal and written communication skills including the ability to compose clear and well-written e-mail messages</li>
<li>Ability to maintain confidentiality</li>
<li>Ability to analyse information to make decisions impartially and without bias</li>
<li>Willingness to work non-standard hours including time spent out of the office performing tasks such as sending and receiving emails</li>
<li>Ability to meet in person with less than 24 hours notice on the Burnaby campus at any time during the election process</li>
<li>Effective time management to balance one’s time between university course work and the requirements of the position</li>
<li>Ability to work efficiently and at times in a self-supervisory environment</li>
<li>Willingness to actively contribute to team discussions and activities</li>
</ul>
<p>Duties, responsibilities, and required competencies for the Chief Electoral Officer include all of the above plus exceptional leadership, coordination, planning, and interpersonal skills. This position is ideal for self-directed individuals with a strong commitment to their work. Because the position of Chief Electoral Officer carries a high level of responsibility and accountability, and because elections and referenda are a vital component of the Society’s democratic foundation, this position is best suited to individuals with a strong base of work and leadership experience.</p>

<li>All applicants shall be interviewed at the Board meeting at which the Chief Electoral Officer will be appointed, provided applicants are available to attend.</li>
<li>The Board shall appoint a Chief Electoral Officer by two-thirds (2/3) majority vote.</li>

			<content:encoded><![CDATA[<p>There will be three referendum questions on the ballot concurrent with the 2011 General Election. Referenda are resolutions put directly to the student body to give all SFSS members direct control over important decisions of the Society.</p>
<p>The questions are <a href="http://elections.sfss.ca/referenda/">available on this page</a>, and include:</p>
<ul>
<li>U-Pass Continuation</li>
<li>Internal Relations Officer Removal</li>
<li>World University Service of Canada Fee Increase</li>
</ul>
<p>One official “yes” campaign and one official “no” campaign will be authorized for each question. Applications must be received no later than March 15th at noon. Campaigns are recognized on a first-come first-serve basis, and should be registered as soon as possible to allow for maximum campaign time. The application form is available <a href="http://elections.sfss.ca/documents/forms/">here</a>.</p>
<p>All currently enrolled undergraduate students may vote in these referenda, which will take place on March 22nd to 24th.</p>
